Recreational cannabis refers to the use of cannabis for personal enjoyment rather than for medical treatment, under legal frameworks commonly called adult-use programs. The Spread of Recreational Legalization
Colorado and Washington became the first US states to legalize recreational cannabis in 2012. Since then, the movement has expanded steadily, with 24 states and Washington D.C. having legalized adult-use cannabis as of 2024. Internationally, Canada fully legalized recreational use in 2018, Uruguay did so in 2013, and Germany began legal sales in 2024. The trend reflects growing public support: polling consistently shows that over 60% of Americans favor full legalization.
Recreational vs. Medical
Recreational markets typically feature higher tax rates than medical programs, broader product variety, and no requirement for a physician's recommendation. However, recreational products are subject to the same safety testing and labeling requirements as medical products. Some states maintain separate medical programs that offer benefits like lower taxes, higher purchase limits, and access to higher-potency products for qualifying patients. For consumers without medical conditions, recreational dispensaries provide convenient, legal access to tested and regulated cannabis products.
